16.5 - No Answer

This can have several reasons:

1 There's no civilization within 55 LY.

2 There is a civilization within a 55 LY radius that is less developed than our civilization and does not yet know electromagnetic waves.

3 There is a civilization within a 55 LY radius that is more advanced than our civilization and no longer uses electromagnetic waves.

4 There's a civilization within 55 LY, but it won't communicate.

5 With SETI we hear in the wrong place, because if a physics for interstellar space travel exists (Axiom 6.6.1), then there is also a message transmission on this basis, something like hyper radio. And this is certainly NOT electromagnetic and limited to the propagation speed of EM waves.


SETI therefore behaves as if you are waiting for drum signs while the others are on the phone or in radio communication.
SETI has so far made it possible to study an area with a radius of 55 light years. There are over 1,000 suns in an orbit of 55 light years.
The only case left is where a civilization hundreds of years ago, a few hundred or a thousand light years away, would have sent out a signal that would have reached us today. That would be an incredible stroke of luck.
We can rather assume that an interstellar message transmission, based on multidimensional physics, exists and is used by spacefaring species. We have to look for such a physics in order to communicate with another civilization in the galaxy.


Supplement

One of the main problems of radio astronomy is that the intensity of the signals decreases in square to the distance. This means that at a distance of 55 light years the intensity of common radio, radio, tv, etc. is the same. signals so low that they can no longer be measured.
This effect causes a deterioration in the probability of receiving a "normal" signnal from another civilization. However, there are still strong enough signals left, such as the message sent via the Arecibo antenna in 1974 or the wow signal. Such signals are also sought.
Therefore, the intensity effect does not affect further considerations on SETI, distances and time periods.
Therefore, one can consider the previous SETI considerations as "best case scenariao"

Due to the consciously transmitted signals in the last decades we can say that in our immediate environment (<20LY) there are no civilizations that can or want to communicate with us via electromagnetic waves or are able to do so.
